The Facilities Manangement department of Facilities & Services at West Virginia University is seeking applications for a Lock Shop Trades Specialist Lead II position. This position will maintain a comprehensive key and lock program that ensures a safe and secure learning environment throughout all West Virginia University Facilities. It will also provide guidance, instruction and specifications in lock selection, application, installation, maintenance, and record keeping, as well as, work closely with user groups and security personnel to ensure that locking devises are applicable to user needs while maintain proper levels of security and code applications

In order to be successful in this position, the ideal candidate will:

• Be responsible to function independently as a unique craft or skill.
• Report directly to a supervisor and may lead a team consisting of craft Leads, Journeymen, Trades Workers, or unskilled workers.
• Be recognized as an expert in the field and will be required to coordinate with other crafts.
• Function as a team leader, providing guidance to journeymen, trades workers, and any other support personnel as required. Follow procedures and makes work assignments to those individuals assigned to the crew to ensure work is completed in a timely fashion ensuring proper quality and quantity.
• Ensure that proper safety procedures, equipment, and personal protective equipment are used while preforming job duties.
• Receive work orders. Interface with Work control, Supervisor, Manager, and requesting party to finalize project needs and scope.
• Provide continual inspection of assigned area to ensure maintenance is completed on schedule; recommends to the supervisor major repair needs; assists supervisor in updating deferred maintenance. Assist in development of new key/security policies and procedures. Be responsible for keeping up-to-date on new technologies and systems as they are developed.
• Have responsibility to read and review prints on new and existing building projects for repair or construction associated with specific job duties and expertise. Individual will also develop as-built sketches of completed projects.
• Maintain knowledge of state, federal, and local codes and requirements pertaining to maintenance and construction. Individual will attend project meetings and interact with contractors, vendors, and engineers to assure that work meets WVU requirements.
• Determine and recommend to the supervisor the needs of the project in regard to crew size, types of crafts, material availability, equipment, paperwork, safety checks to maintain paperwork and material flow in order to maintain schedule.
• Provide daily reports on actual progress versus projected progress to supervisor. Maintain the original scope of project to ensure project cost control. Inform supervisor of needed discipline and performance problems. Ensure that work group processes all work requests, material requisition, weekly reports, and invoices necessary to complete assignments according to Physical Plant operation.
• Complete detailed cost estimates and drawings. Assist supervisor in disciplinary action.
• May fill in for supervisor or manager. Inventory individual assigned work tools of crews. Assist in interviewing of candidates. Assist in the detailed design of projects. Must be able to respond when called during off hours to cover emergency situations.
• Must be able to operate computers utilizing various software programs, such as, Physical Plant maintenance management programs involving work orders and materials accountability, building support systems, and other systems as necessary.
• Rekey locks. Repair, replace, install, or modify all door hardware such as locks, hinges, closer stops, and coordinators. Repair or adjust door swing so that it will operate correctly. Installs doors and jambs. Accommodate electronic and manual systems.
• Makes all keys, either original or duplicate, by impression, duplication, or coding. Develops and organizes a new key/core plan for a floor or entire building when a master key is lost.Performs building maintenance for all door security hardware.
• Provide complete written and computerized records of keying systems to all WVU Facilities Management maintained buildings.
• Open safes when combinations are unknown, changes combinations and repairs as necessary.
• Open file cabinets and security files, repairs or installs new locks on cabinets, fabricates or repairs parts, levers, and springs for locks that are no longer available.
• Recognize, interpret and design all levels of keying systems so that top level security is maintained at all times, making a more efficient and convenient working system. Example are great great grand master systems whether in standard pinning or electronic.
• Work with Building Supervisors and Key Control Supervisors in designing, implementing, and day-to-day operation of electronic and key and lock systems.
• Respond to emergency situations by repairing or replacing damaged door locks, safe locks, file cabinets, and key identification. Documents key codes.
• Interpret blueprints and specifications as required; requisitions or orders parts and supplies and recommends to supervisor the need for material.
• Operate all equipment trucks, key machines, grinders, and associated locksmithing equipment. Utilize computer software to cut, list, and track keys and associated locking mechanisms.
• Be required to perform general maintenance duties either in relation to normal journeyman responsibilities or assisting other trades such as but not limited to low level electrical connection, lighting, sheet metal fabrication, painting, carpentry, plumbing, millwright work, etc.
• Be required to move, load, and carry all materials and equipment necessary to complete all phases of assigned maintenance and construction projects. May be required to assist in the effort of moving any existing conditions which interfere with the flow of the project. When project is completed, work site must be left in a clean and orderly fashion. Must be able to respond during off hours to cover emergency situations and as necessary to complete jobs.
• Be able to order all lock parts or systems for repairs and new installation. Work with factory representatives, wholesalers/distributors for pricing and availability.
• Be able to install, repair, and maintain all electronic locks. Works closely with electronic personnel to ensure proper operation of same.
• Be required to operate computers utilizing various software programs, such as TMA, C-Bord and Onity lock systems, key data bases, code source, and engraving machines.
• Create group access templates for C-Bord and Only lock systems.
• Perform diagnostic repairs (mechanical, electronic, or software) associated with on-line and off-line electronic door lock mechanisms, card readers, palm readers, and associated hardware.
• Update electronic access of Facilities Management personnel within the Onity and C-Bord access data bases (assigning personnel to templates for access).
• Perform repairs and maintains proper function of ADA openers (mechanical or electrical).

• Vocational or technical school of up to 18 months beyond high school or equivalent or a combination of experience and education
• At least two (2) years of experience in the following:
  • Mechanical/locksmith/carpentry experience
  • Experience training or leading the work of others

• Valid Driver's License
• Computer, mechanical, electronics, electrical, and carpentry.
• Working knowledge of master keying and all types of locking and door hardware.
• Thorough knowledge of lock systems, lock hardware, and key types.
• Thorough knowledge of specifications and codes for safety, fire and disability issues
• Ability to evaluate and assess key systems appropriate for a specific need.
• Demonstrated ability to operate a personal computer for the purpose of data input.
• Ability to communicate both orally and in writing.
• Ability to organize workflow to ensure all tasks are completed in a timely manner.
• Ability to install doors, jambs, and all door hardware.
• Demonstrated ability to communicate work schedules and goals to employees.
• Demonstrated ability to provide continual inspection of assigned areas.
• Demonstrated ability to inform supervisor of needed discipline and performance problems.
• Demonstrated ability toto assist supervisor in disciplinary action.
• Demonstrated ability to assist in interviewing candidates.
